Govt. launches process to overhaul Tourism Act

Tourism Deputy Minister Prof. Ruwan Ranasinghe yesterday confirmed that the Government has begun revising the Tourism Act of 2005, with Ca draft abinet approval already granted to new law.

He stressed, however, that the reform is still at an early stage and will require extensive consultation with stakeholders, including the private sector and SMEs.

“The Cabinet has approved the drafting of a new Act, but it must now go through the legislative process, which takes time when multiple Government institutions are involved,” Prof. Ranasinghe told the Daily FT.

While acknowledging the need to modernise the Tourism Act, he noted that reforms cannot be rushed. “The private sector has voiced concerns about sweeping changes, so revisions must be carefully considered. We also plan to include more SME association representatives on the Board to ensure their perspectives are reflected,” he added.

The Deputy Minister also highlighted persistent challenges with bureaucratic delays, particularly in procurement for overseas tourism promotions. “We are bound by Treasury procurement guidelines, which often cause long delays. Our focus is on reducing these steps to accelerate the process,” he explained.

Digitalisation, including a transition to e-procurement, is also under consideration as part of wider reforms aimed at streamlining operations.

Prof. Ranasinghe stressed that while overhauling the Act is essential, ongoing promotional and development efforts will continue without disruption. “We cannot afford to put campaigns on hold. Work will move forward alongside the drafting of the new Act,” he assured.
